AT&T and T-Mobile have both selected LTE as their 4G technology of choice, but they are both committed to improving their 3G networks before investing in LTE. They both use HSPA for 3G service, and with upgrades to the radio network, antenna structure and packet core they can upgrade their existing systems to HSPA+ for faster service without the huge cost of creating a brand new LTE network.

Not to worry, though: AT&T is still planning on a commercial launch of LTE in 2011.
