How to turn my laptop into a wireless router?

I have several machines available to make this work out, some with a built in wifi adapter or wireless card, but I'm really curious if I can make it happen on windows or linux using my CLEAR 4g usb and a usb wireless adapter... any thoughts, limitations or suggestions?

if you didn't catch that-

I have a laptop that I can run windows or linux on that I want to turn into a router.

my incoming connection on 4g is thru my CLEAR usb PXU1900

I want to use my 2wire usb wireless adapter to broadcast as a hotspot from my vehicle.
